COVID-19 READINESS PLAN AND DESIGNATED LEARNING INSTITUTES

The Government of Canada recently announced that changes will be made to travel restrictions affecting international students who wish to travel to Canada for the purpose of continuing and/or pursuing their studies.

Starting October 20th, 2020 international students with an approved study permit can enter Canada to attend institutions with an approved COVID-19 Readiness Plan.   Canadore College was approved and placed on this approved Designated Learning Institution (DLI) list on November 17, 2020 as posted on the website of Immigration, Refugees and Citizenship Canada (IRCC) Canadore College’s DLI # is:  019395535239

Please note Canadore College requires that all students, employees, visitors and contractors coming to any campus be fully vaccinated, effective September 7, 2021. International Students are advised to review all information provided in this correspondence along with all Canadian Government sources regarding travel to Canada, vaccine interactions and acceptable vaccinations for incoming travellers to Canadian borders. Please note we cannot advise on specific vaccines and it is the responsibility of every traveller to review public health requirements, to know the vaccine travel policies as well as the interactions of various vaccines. For international students who wish to travel and are approved to do so, please be reminded that in order to come to Canada you will need to satisfy the Canadian Government that you will adhere to travel, isolation and quarantine requirements as outlined by the Canadian federal and provincial governments.

At Canadore College we have a robust plan and risk management framework that we adhere to in conformity with federal and provincial government requirements. Please note that all travelers, including international students, must still present a suitable quarantine plan, and be prepared to quarantine, should they not meet all of the conditions required to be exempt. Please note, the enrollment letter is ONLY provided to those who have registered for their program. For example, if you are looking for the enrollment letter for Fall 2021 (September), you will only be able to receive it once you have completed the registration process via Self Service. If you do not have the enrollment letter before you travel, this should NOT pose an issue. If this letter is requested at the airport, please inform the officer of the above and have available as many documents as possible from the list below under “Required Documents to Come to Canada”.

The following are the documents you may require to come to Canada:

  • a valid passport or travel document
  • theletter of introduction the visa office sent you when they approved your study permit
    • This letter has your permit reference number, which we use to issue your study permit
  • a copy of a valid letter of acceptance from your school
  • proof that you have enough money to support yourself during your stay in Canada
  • letters of reference or any other documents the visa office told you to bring and
  • either a valid Electronic Travel Authorization(eTA) or visitor visa (temporary resident visa)
    • If you have a valid eTA, it’ll be linked to the passport you used to apply for your study permit
  • A travel support letter (to obtain a travel support letter, please submit your travel/quarantine plans via the iCent app

Please note you MUST submit your quarantine plan to the Quarantine Team and it MUST be approved in order to receive a Travel Support Letter.  Please read below information carefully.

To obtain a travel support letter, please submit your travel/quarantine plans via approved channel (iCent App). These will be reviewed in sequential order, based on public health parameters, and if changes are required, these will be communicated to you.  Please note travel support letters may take approximately two weeks to be processed.  Further expedition is not possible at this time due to sheer volume.

Please do not submit your plan again as it may cause further delays.

 

After you submit your plans, you must then request your travel support letter from:

International students are asked to review instructions and guidance on quarantine plans as listed at https://www.canadorecollege.ca/support/international/international-faq#arrivaltocanada. It is mandatory for international students to download the iCent application (iCent App) prior to departure. Information related to the app, how to download and use it, as well as its many features is available at: https://www.canadorecollege.ca/support/international/iCent 

Please note quarantine plan is mandatory for all students coming to Canada regardless of vaccination status.

While the quarantine plan is mandatory, students who qualify may be fully exempt from following through with quarantine as noted here: https://travel.gc.ca/travel-covid/travel-restrictions/covid-vaccinated-travellers-entering-canada#vaccinated.

To qualify for the fully vaccinated traveller exemption, you must:

  • be eligible to enter Canada on the specific date you enter
  • have no signs or symptoms of COVID-19
  • have received the full series of an accepted COVID-19 vaccine or a combination of accepted vaccines
  • have received your last dose at least 14 days prior to the day you enter Canada
    • Example: if your last dose was anytime on Thursday July 1st, then Friday July 16th would be the first day that you meet the 14 day condition
  • upload your proof of vaccination in ArriveCAN
  • meet all other entry requirements (for example, pre-entry test)

IMPORTANT: Canadore College and the Quarantine team cannot confirm whether a student will be exempted. This decision can only made by the appropriate authority such as a CBSA Border Officer.

Students must follow these steps:

  1. Submit their isolation plan via iCent;
  2. Request the travel support letter: EmailMe Form - Travel Support Letter Request Form;
  3. Have their plan approved and receive the travel support;
  4. Upload their proof of vaccination via the ArriveCan app as indicated by the government of Canada: https://travel.gc.ca/travel-covid/travel-restrictions/covid-vaccinated-travellers-entering-canada#vaccinated;
  5. Travel as planned and share information (such as the isolation plan and travel support letter) with the border officer if/when requested;
  6. Await decision from CBSA at the border as to whether they must continue to their quarantine place or if they are exempted from quarantine.

Please submit any other questions related to quarantine planning to quarantine.approval@canadorecollege.ca. Please note again that the quarantine team will not be able to confirm if you will be exempted from quarantine. Please be patient in receiving a response as the team is receiving an influx of correspondence and is working as quickly as possible to approve plans and answer all your questions.

Studying without Study Permit

Please note decisions to this regard for Winter 2022 have not yet been confirmed.

 

For Fall 2021, please note that Canadore College will allow you to begin classes online without a study permit only if all of the following conditions are met:

  1. You applied for a study permit prior to the commencement of the semester;
  2. You can prove, upon request, that you applied for the study permit prior to the commencement of the semester;
  3. Your program is delivered fully online

  4. You acknowledge awareness of the tuition refund policy that applies should your study permit be refused (see below: Tuition Fee Refund Guidance for Students who Begin without a Study Permit);
  5. IRCC requirements continue to permit Canadian institutions (DLIs) to deliver programs online without a study permit. Please note it is student’s responsibility to ensure they adhere to any requirements identified by IRCC. Please see: IRCC Requirements – Studying without Permit;
  6. Should you intend on pursuing PGWP, you acknowledge that you are responsible for ensuring you adhere to and stay up-to-date with the PGWP requirements, including but not limited to changes in rules pertaining to eligibility while studying without a study permit. If your study permit is refused before the 10th day of classes: A $300 administrative fee will be applied, and the balance of the tuition will be refunded only if you:

  1. Provide us with your refusal letter from the high commission;
  2. Can prove that you completed all required steps to obtain your study permit;
  3. Can prove that you applied for the study permit before the commencement of the semester.

If your study permit is refused after the 10th day of classes: No fee will be refunded.

  3. Make payment (minimum deposit of $2,500 CAD)
  4. Upload the receipt to the portal account (admissions will confirm your payment)
  5. You will then be able to choose the option to Defer by clicking ‘Withdraw’

Only students who have met the payment conditions of their original Letter of Acceptance (LOA) and submit their deferral request by the term deferral deadline will be considered for deferred admission provided seats are available in the requested term. Students may only defer to the same program at the next offering within the same academic year. Any subsequent requests for deferral are considered a new application and will require a new application fee of $100CAD.


If your deferral is approved, the funds you have paid will automatically be carried forward to the next term. If there is a difference in fees for future terms you will be responsible to pay that difference.  **NEW - starting Winter 2022 Canadore College will process a maximum of 1 deferral.

 

The last date to submit a request to defer for the Fall 2021 intake was the August 29. At this time, you may no longer defer and a new application must be submitted on the OCAS portal. Do not register if you have requested or intend on requesting a deferral or if you are re-applying for a later intake; you will be subject to the financial terms and conditions that you consent to during the registration process.

  2. All refund requests must be initiated through the new OCAS Portal .  You will receive automatic email responses from the OCAS site when we are approving your refund, for this reason, duplicate requests sent by email will be deleted.   
  3. If you do not currently have an OCAS account, refund requests should be sent to the appropriate email address below. Again, please do not send your request by email if you have an OCAS account as duplicate requests sent by email will be deleted.

Please note:

  • a $300.00 administrative fee is withheld for Visa refusals (with proof).
  • For students withdrawing before the 10th day of class (with no proof of Visa refusal) we withhold the formula method that works out to be  $2422.49 for FALL 2021 and beyond.
  • No refunds are given for withdrawals after the 10th day of class.

Developments in India and Pakistan – What Canadore College International Students Need to Know

This communication is addressed to international students at Canadore College whose country of origin is India. 

As you may know, the Government of Canada suspended all flights from India until at least September 26, 2021. Full details of the Travel Advisory are available here: https://travel.gc.ca/destinations/india 

Please note that Canadore College will allow you to begin classes online only if your program is delivered fully online.

If you are unable to begin classes online, please note you will have the option to request a deferral or refund as indicated below:

 

REQUEST A DEFERRAL

If you have an agent, please reach out to them to make the deferral request through official protocol.

    New Covid-19 Testing Requirements for Travelers Arriving as of January 7, 2021

    The Government of Canada has recently released new travel guidance for all incoming air travelers to Canada.

    Starting on January 7, 2021, all air passengers five years of age or older will be required to show a negative PCR test result

    This requirement applies to all incoming travelers, Canadians and non-Canadians alike.

    Canadore College international students with flights arriving to Canada as of January 7, 2021 must prepare accordingly.

    Contact local health authorities to find out where you can get a PCR test prior to travelling.

    Anyone who receives a negative test result and is authorized to enter Canada must still complete the full, mandatory 14-day quarantine and receive another negative PCR test at the end or their quarantine period as part of their isolation plan.

    Canadore College will implement BYOD in Fall 2021, for ALL programs, to enhance students’ learning experience in and out of the classroom and to ensure student flexibility in learning. BYOD prepares students to be anytime, anywhere learners using their devices to enhance their learning experience in and out of the classroom, obtain and work with course materials, participate in collaborative environments and become skilled, confident users of the technologies. Knowledge of how to search for and interpret evolving information prepares students to become lifelong learners.

    Bring Your Own Device (BYOD) is a program delivery model that requires and supports students to acquire and own the technology required to complete their coursework when outside of the classroom, supplemented by on-campus labs and instruction. It is mandatory that ALL students attending Canadore College beginning the Fall 2021 school year own the technology that meets, or exceeds, the technical needs of their programs.

    ARRIVAL TO CANADA AND QUARANTINING

    While no specific guidance is available and entry to Canada is fully subject to the review of the Canadian Border Services Agency (CBSA), Canadore College recommends to all international students to travel to Canada no more than four weeks in advance of the applicable semester start date.

    While this is subject to an individual determination of each traveler’s unique situation and circumstances, including the country they are travelling from, Canadian Immigration and border service officers may deny boarding to international students who travel too early.

    For example, for a September 7, 2021 start date, Canadore College international students may wish to consider travelling no earlier than August 10, 2021 to ensure compliance with border officer expectations around appropriate arrival dates to Canada.

    Should international students travel too far in advance of the semester start date listed on their Letter of Acceptance (LOA), they may risk being asked to travel later which would jeopardize their existing flight which may not be able to be rebooked later.

    While we understand that international students may make determinations on flight times based on cost, it is important for Canadore College international students (and all Canadian international students more generally) to understand the risk of being denied boarding should they travel too far in advance of the semester start date/

    We continue to seek clarity from official Canadian Government channels on this matter. We will provide updates as they become available through our various communication channels (International Correspondence Team, iCent App, FAQs, etc.).

    All travellers, with limited exceptions, whether entering Canada by air, land or marine vessel, must use ArriveCAN. You'll need to submit your information within 72 hours before your arrival to Canada. If you're entering by air or land, you must use ArriveCAN before entering Canada. If you're travelling by marine vessel, you must use ArriveCAN before or upon entering Canada; this is to accommodate for Wi-Fi issues on the water.

    • travel and contact information
    • quarantine plan
    • COVID-19 symptom self-assessment

    Please bring your ArriveCAN receipt (electronic or paper) with you to show the border services officer upon arrival.

    Before you travel to Canada, make sure you know the rules and what you need to do before and after you arrive.

    The requirement to book and stay in a government-authorized hotel has ended, for all travellers regardless of vaccination status Testing and quarantine requirements still apply.

    If you're arriving by air after 12:01 am EDT on August 9, you do not have to book or stay at a hotel.If you arrived before August 9 and are staying in a government-authorized hotel, you may checkout at 12:01 am EDT on August 9. You will not receive a fine.

    Hotel refunds for travellers who have already booked their hotel or are already in a GAA and are checking-out on August 9:

    Please contact the hotel where you have booked to discuss a refund with them directly. It is the Government of Canada's expectation that hotels will not charge travellers for any booking made for or after, and those checking-out on August 9, 2021.

    All travellers 5 years of age or older, regardless of citizenship, must provide proof of a COVID-19 test result to enter Canada.

    All travellers must provide one of the accepted types of tests, not an antigen test, including those who are fully vaccinated.

    Please note, fully vaccinated travellers still have to provide a pre-entry test result.

    Children under the age of 5 are not required to provide a pre-entry test result.

    If you qualify for the fully vaccinated traveller exemption, you may be exempt from arrival testing. However, you may be selected for mandatory randomized arrival testing.

    Travel support letters are now provided to students whose program is delivered fully online. For students who meet all the various requirements, wish to travel and are approved to do so, please be reminded that in order to come to Canada you will need to satisfy the Canadian Government that you will adhere to strict quarantine requirements.  See above response regarding quarantine plans for international students.

    TRANSFERRING TO CANADORE COLLEGE

    Yes, you may apply after completing your first semester at the college for which your study permit was issued. Please follow instructions ‘How to Apply’ through your preferred program’s page.

    Yes, you will need to pay a $100 application fee to apply to study at Canadore College. This application fee is directly payable on the OCAS International Portal.

    Admission Requirements and Eligibility

    If you want to study in Canada, you must meet some important immigration requirements. You will likely require a Study Permit if you are not a Canadian or Permanent Resident of Canada and will be undertaking a program of 6 months or more.  You must apply for your study permit with Immigration Refugees and Citizenship Canada (IRCC).  American citizens and Green Card holders may be able to apply at the Port of Entry.  For information on how to do so, see the IRCC website

    In order to qualify for a Study Permit, you must first receive a letter of acceptance and an International Student Acceptance Information form from the College. After you have been accepted for a course of study, you must submit this letter for your Study Permit application.

    Please note, due to high volume of submissions, documents and prior experience will only be reviewed after you submit a complete application using the Apply Now International Portal!

    LANGUAGE PROFICIENCY

    If you attended high school (or received a University or College diploma) in a country whose first language is English and all credits/most credits were taken in English, you will likely be exempt from providing English Language proficiency test.

     

    Please note this must be an English school in an English speaking country and does not apply to English schools in a country whose first language is not English. For example, if you attended an English speaking institution in India, you would still be required to provide your English Proficiency results as indicated by our requirements: View current English Language Proficiency Requirements.

    Deferrals

    Only students who have met the payment conditions of their original Letter of Acceptance (LOA) and submit their deferral request by the term deferral deadline will be considered for deferred admission provided seats are available in the requested term. Students may only defer to the same program at the next offering within the same academic year. Any subsequent requests for deferral are considered a new application and will require a new application fee of $100CAD.


    If your deferral is approved, the funds you have paid will automatically be carried forward to the next term. If there is a difference in fees for future terms you will be responsible to pay that difference.

     **NEW - starting Winter 2022 Canadore College will process a maximum of 1 deferral.

    What is the last date to defer my study if I hold an Letter of Acceptance (LOA) for the Fall 2021 intake?

    The last date to submit a request to defer for the Fall 2021 intake was the August 29. At this time, you may no longer defer and a new application must be submitted on the OCAS portal. Do not register if you have requested or intend on requesting a deferral or if you are re-applying for a later intake; you will be subject to the financial terms and conditions that you consent to during the registration process.

    If you are working with an agent, please advise them of your intent to defer, they will do so on your behalf through official protocol.


    For direct applicants, please follow these steps:

    1. Log into the OCAS portal account
    2. Accept the Offer
    3. Make payment (minimum deposit of $2500)
    4. Upload the receipt to the portal account (admissions will confirm your payment)
    5. You will then be able to choose the option to Defer by clicking ‘Withdraw’

    As each student is required to show proof that they have the finances to pay and attend school in Canada, we cannot make accommodations. Payment due dates are listed on your Letter of Acceptance(LOA). Please be sure to comply with the due dates noted on your LOA; your program seat will not be reserved if you do not comply with the payment terms of your LOA.

    Only students who have paid their fees in compliance with their LOA will be permitted to register.

Refunds are subject to holdbacks dependant on the time and reason of request. The refund process is significantly delayed during this time and could take longer than the usual 6 - 8 weeks. It is important to keep in mind that flywire will need to verify your banking information before they send the refund. You can log into your flywire account to keep updated on any activity. Refunds are processed in accordance to the original method of payment.

    Education for Canadian (domestic) students who are studying in Canada is subsidized by the provincial government and its taxpayers. International students do not pay provincial taxes, so they are not eligible for subsidies and must pay the full cost of tuition.

    International students in Canada who submit an extension of their study permits in Canada before their study permits expire have implied status which allows them to continue studying or working in Canada while their application is being processed if they remain in Canada while waiting for their study permit extensions to be approved.

    In addition, applicants who are unable to access required documents must attach an explanatory letter detailing the situation.  If the application is incomplete, you may be granted some time to add the documents to your submitted application.

    If you have applied for a study permit prior to the start of your Fall 2021 semester and you are outside of Canada, the time you’ve spent studying until December 31 may be counted towards your PGWP as long as your study permit is approved in the end.     Given the unprecedented impact of COVID-19 on international students and the post-secondary sector, temporary policy changes have been made to post-graduation work permit (PGWP) eligibility requirements for the following groups of students:

    • students enrolled in PGWP-eligible programs in progress in March 2020
    • students who began or will begin PGWP-eligible programs between spring 2020 and fall 2021

    To be eligible for the temporary PGWP policy changes, these students must either

    • have a study permit
    • have been approved for a study permit
    • submit a study permit application prior to beginning their program and eventually be approved

    Yes. You are expected to study full-time, unless your Designated Learning Institution (DLI) is currently unable to offer full-time study due to the Covid19 pandemic.

    HEALTH INSURANCE

    No one intends to become ill while traveling or studying abroad, but the wise traveler plans ahead. It is best to completely understand the health care system of whatever country you’re in. Canada’s health care system is no exception and All international students who study in Canada are required to have health insurance.

    Our International students have very good health insurance coverage and are eligible for medically necessary treatment.

    If a student is pregnant prior to the start date of the policy, their condition may be considered ‘pre-existing’. If this is the case, pregnancy-related expenses may not be covered by the health insurance plan.

    In Canada, pregnancy-related expenses can be extensive and range from $10,000.00-$25,000.00. It is crucial for international students to understand this and not be caught without appropriate health insurance coverage.

    The safest way to mitigate any risks is to consider clarifying with the health insurance provider in writing if you are covered or not. Canadore College can assist in this regard by helping you navigate this conversation with the appropriate health insurance provider.     It is recommended that you inquire with your local consulate or country travel advisories prior to any travel.  Please note that due to the Covid 19 pandemic, the government of Canada has instituted travel restrictions for international students that may still be in place at the start of the semester.  It is highly recommended that you ensure that your tickets are refundable in the event that you are unable to travel to Canada at that time.  You may also want to hold off on making any payments for accommodation at this time, unless your payment can be deferred to a later date.  You are required to have your self-isolation plan in place prior to arrival.     International Students are advised to evaluate return travel to their home country with the utmost caution. If you must go home, please visit the Canadian Government’s Travel Abroad webpage:  https://travel.gc.ca/travelling/advisories and ensure you meet the necessary requirements to return to Canada as well as your destination country’s main advisory website. Canadore College International students are urged ot consider the following elements as they consider their travel plans.

    Currently there are many travel restrictions in place that it may not be possible to get a return flight.  Also, many countries, including Canada, have imposed a 14-day self-isolation period for travelers arriving from out-of-country.  Furthermore, your student health insurance is valid everywhere in the world, except for your country of origin.  You may also experience difficulties returning to Canada due to travel restrictions which may change.  You’ll also have to undergo and present a negative Covid19 test to the airline before you fly.

    We recommend students studying in North Bay to live in our Residence facilities. Residence is a great way to meet new people and make lifelong friends. Canadore offers the newest residences in Ontario and we are one of the only college residences in Ontario to offer full kitchens. We have three apartment-style residences in North Bay that accommodate 675 students located at the bottom of College Drive. Our secure complexes are wheelchair accessible. Learn more
